Can't use Netplay on Dolphin

Okay, so I have Dolphin (32-bit, R2895, netplay.dll included), but I have no idea how to actually use Netplay. How does one use it for a p2p game? I'd love to play Mario Party 7 with a friend, but I haven't found any sites or forums that really explain how to use Netplay on Dolphin. Any help or advice would be greatly appreciated!
